I’m going to let you in on a little secret: if a warlock invocation says the words “once using a warlock spell slot”, it is completely and utterly unusable. It's garbage. You don’t need it. These options giving you a once per long rest cast of a non-warlock spell with your warlock spell slots are terrible. They’re worse than learning a bonus spell, and you wouldn’t want to just learn a bonus spell with a warlock invocation. That’s where each and every one of these starts, regardless of other text.
Bewitching Whispers takes the Compulsion spell, a spell that already is a fairly niche bard option that is difficult to regularly use, and says you have the privilege to use a 5TH LEVEL spell slot on this 4TH LEVEL spell once per long rest. If you really love Compulsion, it's all you want to do and more, you can’t even use it once per short rest when you get your pact magic slots back. You have to wait until you complete a long rest to get the opportunity to use it again. Talk about complete and utter trash.
If you’re DMing for a player who loves the idea of Compulsion and wants to take Bewitching Whispers, my recommendation is let them get a free cast once per short rest. Yes, literally give them a free 4th level spell slot for their pact magic once per short rest that only works with Compulsion. It needs to be that good for it to come anywhere near usability, and even then, it's still not that amazing.
If you're a player looking for some good invocation options and know you’re sticking to rules as written, Bewitching Whispers is TERRIBLE. AWFUL. DO NOT TAKE IT.
