While wearing this belt, you gain the following benefits:
Your Constitution score increases by 2, to a maximum of 20.
You have advantage on Charisma (Persuasion) checks made to interact with dwarves.
In addition, while attuned to the belt, you have a 50 percent chance each day at dawn of growing a full beard if you're capable of growing one, or a visibly thicker beard if you already have one.
If you aren't a dwarf, you gain the following additional benefits while wearing the belt:
You have advantage on saving throws against poison, and you have resistance against poison damage.
You have darkvision out to a range of 60 feet.
You can speak, read, and write Dwarvish.

Do you yearn for the mines? Perhaps you need to embrace your inner dwarf, and pick up a Belt of Dwarvenkind! This handy item is similar to the other uncommon items that increase an ability score, and works out great for characters seeking more hit points or better Constitution saves or things like Concentration.
Dwarves' racial traits include the three boons given to non-dwarves with this item, making it best function on non-dwarves.
Lots of creatures could be capable of growing beards; what specific ones can at your table will vary, and is certainly up for debate and discussion.
The Uncommon items that improve ability scores, such as Gauntlets of Ogre Power, have a maximum score of 19, making these rare options quite a bit better on characters that do invest in the given ability score and want to get it from 18 to 20 without needing another Ability Score Improvement.
