This book contains coordination and balance exercises, and its words are charged with magic. If you spend 48 hours over a period of 6 days or fewer studying the book's contents and practicing its guidelines, your Dexterity score increases by 2, as does your maximum for that score. The manual then loses its magic, but regains it in a century.

Of all the manuals I find the Manual of Quickness of Action the most far fetched; I can’t read my way out of my current state of clumsiness. If you’re a D&D character, though, this book can be exactly what you need to up a critical ability score you’ll be eager to use.
Normally a character can’t improve a score above 20; this increases that maximum to 22, even if it doesn’t increase the score above 20 when used.
Only one character can benefit from a Manual per century; multiple characters can’t study the book simultaneously to both gain its ability score improving effects.
48 hours divided over six days results in six eight-hour sessions daily at minimum, which can be doable while adventuring should you only need to be physically adventuring 8 hours a day.
