While wearing this cloak with its hood up, you can breathe underwater, and you have a swimming speed of 60 feet. Pulling the hood up or down requires an action.

Want to glide through the seas with grace and a major cool factor? The Cloak of the Manta Ray is here for you. Wearing it, no attunement required, gives you a 60 ft. swim speed and underwater breathing so long as the hood is up!
Creatures with a swim speed can use most weapons normally, whereas they’d otherwise attack with disadvantage. The magical swim speed granted from the cloak counts!
Generally, you’ll always want the hood up, as it doesn’t make you unable to breathe out of water or anything.
When fighting against a creature with a Cloak of the Manta Ray, taking their hood down can hamper their speed and underwater breathing capabilities majorly!
Artificers can replicate this item with their Replicate Magic Item infusion at 6th level.
