Cloak of Elvenkind 5e
Wondrous item, uncommon (requires attunement)
While you wear this cloak with its hood up, Wisdom (Perception) checks made to see you have disadvantage, and you have advantage on Dexterity (Stealth) checks made to hide, as the cloak's color shifts to camouflage you. Pulling the hood up or down requires an action.

Alongside the boots, the Cloak of Elvenkind is an elf-themed article of clothing that empowers stealth and exploration. It offers additional stealth benefits by imposing disadvantage on Wisdom (Perpcetion) checks made to see you, and granting you advantage on Dexterity (Stealth) checks made to hide!
Both this Cloak and the Boots of Elvenkind can be created with the Replicate Magic Item artificer infusion.
A creature with disadvantage on their Wisdom (Perception) check subtracts 5 from their passive perception score when determining if they passively detect you.
Some tables will find both the boots and cloak overlap in features, as advantage on Stealth checks made to hide granted from the Cloak doesn’t stack with the advantage gained from the Boots, making the pair somewhat redundant.
