Here we have one of the simplest and most generically good infusions available. Once per day you or whoever is attuned to it can regain a spell slot of 3rd level or lower. The funny thing is that when you get this at level 6, it’s best to hand it off to a full caster, as you don’t have 3rd level slots until level 9. Note that you can’t use this to gain a 3rd level slot when you don’t have one, it only restores expended spell slots.
So how good is this? Honestly, it’s at its best right at level 6 on a full caster. This essentially gives them a 4th spell of 3rd level each day, which could be massively impactful if used wisely and if you’re having enough combats per day to warrant it. Most of the time however, you don’t need this.
By 6th level, full casters have so many spell slots that they will only come close to running out on the toughest of adventuring days, especially if they are wise about conserving their spell slots. You as an Artificer also don’t need this, as you have things to do with your action other than cast spells, and you can’t even restore the best possible spell level with it for 3 more levels.
This is a fine filler infusion if you don’t have anything better to be using, but there are some really good infusions, so you can probably find something much better than this. Be creative, check out all the magic items you can replicate and I’m sure you will find something that works with your build much better than this.
